Biography or History: On October 8, 1776, the Provincial Congress established the Commissioners of the Navy to oversee the state's naval affairs. The Commissioners oversaw a steadily growing number of ships and shipyards. The primary mission of the South Carolina Navy was local defense of ports like Charleston, Georgetown, and Beaufort. In February 1780, All laws regarding the state naval establishment were repealed. Later that year, nearly all of the ships were captured during the Siege of Charleston.

Custodial History: A copy of a 1783 affidavit in Audited Account #946 (Burt, William) establishes that before the fall of Charleston in late April or early May 1780 "the Books and Papers of the Navy Office of this State" were put on board the schooner Nancy commanded by William Phillips. The intent was to convey them "to a place of safety," but the records were captured by "Major Cochran, a British Officer." Records of the State Department of New York show that in 1818, when J. V. N. Yates became Secretary of State of New York, he found this volume and the Journals of the Commissioners of the Navy. These volumes were badly damaged in the New York State Library fire of March 29, 1911. A bill, which subsequently passed, was then pending authorizing their return to South Carolina.

Scope and Content: This volume contains pay records for the ships' crews of the South Carolina Navy from June 1778 to December 1779. Information recorded includes the date, ship's name, crewmember name, rank/position, and amount of pay. In most cases, the left-facing page contains the list of the crew, while the right side contains their signatures indicating that they received the pay. For slaves, the master's signature was entered instead. Please note that a sizable portion of the writing on many pages is obscured or difficult to read due to the fire damage sustained during the New York State Library fire of 1911.
